§ Department staff represented the City as a member of the South Bay Council of Governments Livable Communities Standing Committee which supports the dissemination and implementation of livable community’s principles.
§ Reviewed and commented on environmental studies for new projects in surrounding cities which may have an impact on the City and provided input on plans, projects, and programs by regional agencies such as MTA, SCAG, and the SCAQMD, which impact the City.
§ Began State mandated Housing Element Update and successfully appealed Regional Housing Needs Assessment requirements.
§ Began fire, police, library and parks mitigation fee study.
§ Began modifications to development standards to allow assisted living facilities.
§ Began modifications to development standards to update parking requirements.
§ Participated in Landscaping Committee for the El Segundo Power Plant project.
§ Continued Local Coastal Program Update, General Plan Amendment and Zone Change for El Segundo Power Plant property.
§ Provided Planning Commission agendas, reports, public notices, and minutes; EIR’s; planning application forms; the Zoning Map; the Zoning Ordinance; the General Plan the Downtown Specific Plan, and a list of planning cases updated bi-monthly and streaming video of Planning Commission meetings on the City web-site.
§ Administer CDBG Programs including 3 public service programs, minor home repair projects and a public works project to install ADA compliant concrete ramps at intersections.
§ Completed project design oversight and project implementation including plan check, buildings, signage and infrastructure construction and inspection, and project conditions and mitigation measure compliance of approximately 390,000 square feet of the Plaza El Segundo Phase 1 Project.
§ Began Processing of EIR Addendum and Development Agreement for Plaza El Segundo Phase IB Development.
§ Began design oversight and project implementation of the Corporate Campus Specific Plan project, including plan check, buildings, signage and infrastructure construction and inspection, and project conditions and mitigation measure compliance of approximately 250,000 square feet.
§ Administered, through the utilization of consultants, CDBG programs including 3 public service programs, and three minor home repair projects. Administered a public works project to install automatic doors at the City Hall Council Chambers and the Police Department.
§ Reviewed Staff Administrative and Discretionary Planning Applications including: 1 Sign Program, 27 Sign Permits, 35 Amplified Sound Permits, 37 Temporary Use Permits, 10 Administrative Use Permits, 1 Adjustment, 3 Smoky Hollow Site Plan Reviews, 43 Zoning Certification Letters and 10 Preliminary Site Plan Reviews.
§ Processed Planning Commission Applications including 47 Environmental Assessments, 4 Variances, 7 Conditional Use Permits, 10 Subdivisions, 3 Development Agreements, 1 General Plan Amendments, and 2 Zone Text Amendments.
§ Provided plan check service for approximately 744 plan check submittals (165% increase from 2005-2006) including approximately 20% of all plans processed over-the-counter (same day service).
§ Processed 115 new Code Compliance cases (240% increase from 2005-2006). Resolved and closed 75 cases (400% increase from 2005-2006).
§ Provide consultation and staff support for economic development program.
§ Planning staff attended professional seminars and the California Chapter American Planning Association conference related to environmental land use regulations. Staff also attended ethics and emergency operations training.
