Environmental Review:

Posting of Notices with County Clerk as required by the California Environmental Quality Act (CEQA). Separate undated checks must be made payable to the Los Angeles County Registrar-Recorder/County Clerk at the time of project submittal. The fees are effective as of January 1, 2008 and are outlines below. Please verify current fee rates with staff prior to submittal.


A) Notice of Preparation of Environmental Impact Report

    (N.O.P. of E.I.R.) – County Clerk processing fee $ 75.00


B) Notice of Public Hearing for Initial Study/Negative Declaration, and

    availability for public review and comment. $ 75.00

C) Notice of Determination or Notice of Exemption Fish and Game Documentary Handling Fees. (Fish and Game Code, Section 711.4)

1. With a Certificate of Fee Exemption (County Clerk Processing $ 75.00

    Fee)

2. Without Certificate of Fee Exemption

    - with a Negative Declaration or Mitigated Negative $ 1,993.00 plus $75 County Clerk fee

NOTES:

1) This applies to the Smoky Hollow Specific Plan only.

2) The commercial / industrial / institutional category applies to the M-2 and O-S Zones west of Vista Del Mar only.

3) Deposit fees are put into a trust deposit account and the Consultant time for review of the application is charged

    against the trust deposit account. Applicant pays the exact contract cost plus cost of staff and City Attorney time,

    plus any other applicable application fees. Any excess deposit is refunded.

4) Pre-application review fee gets the applicant two meetings with staff. Half of this fee will be credited towards any

    future fees for the project.

5) Fee is charged automatically at time of permit issuance.


6) Specific plans do not currently exist in R-1, R-2, and R-3 Zones.

7) Newsrack regulations and street name changes are enforced and administered by the Public Works Department.

8) If a proposed use is primarily outdoors, the square footage of the outdoor area as well as the buildings

    will be used to determine total square footage as it relates to the application fees.

9) Standard project impact fees are as follows for certain discretionary applications:

· Fire -- 14 cents per gross sq. ft.

· Police -- 11 cents per gross sq. ft.

· Library -- 3 cents per gross sq. ft.

· Traffic mitigation fees determined by Traffic Analysis Zone and P.M. peak hour trip generation.

10) Other departments and agencies have requirements, permits and impact fees. These may include, but not be

      limited to, the City of El Segundo Building and Safety Division, Fire Department, Business License Division and

      Public Works Department and the SCAQMD, L.A. County Health Department, the Wiseburn and Centinela School

      Districts, L.A. County Sanitation District and L.A. County Public Works. Contact the appropriate department and

      agency for their permit and fee requirements.

11) Unless otherwise noted, all fees adopted per City Council Resolution 4574 on October 21, 2008. Effective

     January 1, 2009.
