2. Without Certificate of Fee Exemption - with a Negative Declaration prepared $ 1876.75 plus $ 50.00 clerk fee - with a Mitigated Negative Declaration $ 1876.75 plus $ 50.00 clerk fee - with an Environmental Impact Report prepared to $ 2606.75 plus $ 50.00 clerk fee - with an Environmental Document pursant to Certified Regulatory Program (CRP) $ 850.00 plus $ 50.00 clerk fee
NOTES:
1) See EA-288 for background information on fees.
2) Deposit fees are put into a trust deposit account and the Consultant time for review of the application is charged against the trust deposit account. Applicant pays only the exact contract cost plus 20% to cover staff cost plus any other applicable application fees. Any excess deposit is refunded.
3) A $50 Appeal fee for a citizen's principal residence applies as follows:
The appealed zoning decision must directly apply to the appealing party's current principal residence at the time of filling of the appeal. The appealing party may be required to submit proof of current residence in order to qualify for a reduced fee pursuant to the Resolution.
As long as the appealing party resides in the property that is subject to the decision being appealed, the reduced $50 appeal fee shall apply regardless of whether the appealing party is an owner or tenant of theproperty. In situations where the appaling party occupies one unit in a multi-unit building and accepts rent from tenant(s) of other units, the reduced $50 appeal fee shall not apply unless it can be shown by the appealing party a that resolution of the appeal favorably to the appealing party would only affect the unit the appealing party occupies. An appealing party's principal residence for which title is held by a family trust or other business entity in which the appealing party and his or her immediate family or heirs hold all of the beneficial interests would also be eligible for the reduced appeal fee pursuant to the Resolution.
This Resolution applies regardless of the kind of relief sought pursuant to the appeal and regardless of whether the appealing party, the City, or any other party initiated the underlying zoning action being appealed.
Properties zoned for commercial or industrial uses shall not be eligible for a reduced fee under any circumstances. (See Resolution No. 4102 for more information).
4) The fee for business license application review is already incorporated into the cost of the license and no separate planning fee is required.
5) A meeting requested by the applicant that involves two or more departments will be charged this fee.
6) Newsrack regulations are enforced and administered by the Public Works Department.
7) If a proposed use is primarily outdoors, the square footage of the outdoor area as well as the buildings will be used to determine total square footage as it relates to the application fees.
8) Standard project impact fees are as follows for certain discretionary applications:
Fire - 14-cents per gross sq. ft.
Police - 11-cents per gross sq. ft.
Library - 3-cents per gross sq. ft.
Traffic mitigation fees determined by Traffic Analysis Zone and P.M. peak hour trip generation.
NOTE: Other departments and agencies have a requirements, permits, and impact fees. Thesee may include, but not be limited to, the City of El Segundo's Building and Safety, Fire, Business License, and Public Works Departments and the SCAQMD, L.A. County's Health and Public Works Departments, L.A. County Sanitation District, and Wiseburn and Centinela School Districts. Contact the appropriate department and agency for their permit and fee requirements.
