On Wednesday, June 21st, 2023, at their committee hearing, the Senate Environmental Quality Committee heard Al Muratsuchi's bill AB 1216, which would require the Hyperion Wastewater Treatment Plant to test the air quality at their fence line for nitrogen oxides (NOx) and volatile organic compounds (VOCs) in addition to the hydrogen sulfide (H2S) they currently monitor.

Assemblymember Al Muratsuchi introduced the bill, and Councilmember Ryan Baldino provided testimony on behalf of the City of El Segundo at the State Capitol in Sacramento. There was only one opposition to the bill made by the California Association of Sanitation Agencies (CASA). The Senate Environmental Quality Committee passed the bill with a vote of five to two.
