Depending on the nature, size and complexity of a proposed project, an approval may be issued by the Director of Development Services, the Planning Commission or the City Council. The Planning Commission is composed of five residents, appointed by the City Council to review matters such as Use Permits, Variances and higher-level planning and zoning decisions. Larger or more complex development projects involving General Plan or Zoning Amendments and Zone Changes are reviewed by the Planning Commission and City Council.

Temporary Use Permit (TUP)

The City of El Segundo Community Development Department (CDD) has implemented a new E-Z Permit Hub for online Temporary Use Permit (TUP) application submissions. Our new online service will provide a single place for all TUP applications, plan submittals, fee payments, reviews, permit issuance, inspection requests, and communication point for City staff.

This application process is intended to collect information to allow a Temporary Outdoor Use such as a Parking Lot Sale, Employee Event, Dedication and Ceremonial Event on Private Property.

We encourage all applicants to register using the link below and apply for TUP permits. Applications, plans, and documents must be submitted electronically by clicking below to go to the El Segundo E-Z Permit Hub. Only PDF and JPG file formats will be accepted for attachments.

 Entertainment Permits 

Any person conducting, operating, owning, or in control of any premises open to the public, or private club within the city to allow any entertainment including dancing, upon the premises, or in or upon any adjoining room or premises, must obtain an Entertainment Permit. The application fee required by this section is established to cover part of the cost of the investigation and processing of applications and is not refundable. Any permit issued shall expire on December 31 of the year of issuance; provided, however, that permits issued after October 31 of any year shall expire on December 31 of the next succeeding year.

Exemptions: An entertainment permit shall not be required of any bona fide nonprofit organization. An entertainment permit shall not be required of any person in connection with the use of city property, unless such property is leased for a period which exceeds seven (7) consecutive days.
