Los Angeles County Temporarily Closes All County Beaches, Including El Segundo Beach and Bike Path and Beach Access Points Through April 19, 2020

This afternoon the Los Angeles County Department of Public Health ordered the closure of all public beaches, bike paths, beach access points and public trails. The order includes El Segundo beach and bike path and is effective immediately through April 19th.

The order supports continued mitigation efforts to reduce crowds and protect the health and safety of the community. 

El Segundo's public safety teams will monitor the beaches and focus their efforts on education and communication to inform the public about the beach closure. Please see item #6 in the order for further details about compliance. 

We continue to encourage you to remain safely at home as stated by the "Safer at Home" order and this new beach closure order. 

Please continue to socially distance yourself (6 feet apart) and only go out for essential services and needed physical activity.

Preliminary test results indicate that an El Segundo resident has tested positive for coronavirus disease 2019 known as COVID-19.

The Los Angeles County Department of Public Health (LACDPH) is aware of the case and is following-up with the positive resident. LACDPH will also follow-up with any persons who may have had close personal contact with the individual. To maintain patient confidentiality, the City cannot share any other details on this case. 

Cases are considered presumptive until the Centers for Disease Control and Prevention (CDC) has confirmed the results. The City does not know the source of exposure and whether it was through the community or exposure to an individual known to have COVID-19. 

This case is not cause for alarm, but a reminder that members of the public should continue to use general health practices and follow "Safer at Home" guidelines that prevent the spread of viruses in general.

You can … 

  • Go to the grocery, convenience or warehouse store
  • Go to the pharmacy to pick up medications and other healthcare necessities
  • Go to medical appointments (check with your doctor or provider first)
  • Go to a restaurant for take-out, delivery or drive-thru
  • Care or support a friend or family member
  • Take a walk, ride your bike, hike, jog and be in nature for exercise — just keep at least six feet between you and others in the community. 
  • Walk your pets and take them to the veterinarian if necessary
  • Help someone to get necessary supplies

You Should Not … 

  • Go to work unless you are providing essential services as defined by this county order
  • Visit friends and family if there is no urgent need
  • Maintain less than 6 feet of distance from others when you go out
  • Visit loved ones in the hospital, nursing home, skilled nursing facility, or other residential care facility

The State of California recently launched a new consumer-friendly website, www.covid19.ca.gov, that highlights critical steps people can take to stay healthy and resources available to Californians impacted by the outbreak, including paid sick leave and unemployment assistance.

The El Segundo City Manager issued an Administrative Order No. 2 effective today March 19, 2020 at 11:59 p.m. until April 19, 2020 at 12:00 p.m. 

On March 4, 2020 the state issued Proclamation of a State of Emergency issued by Governor Gavin Newsom, and on the March 4, 2020 there was a declaration of public health emergency issued by the Los Angeles County Board of Supervisors and Los Angeles County Health Officer, and the March 17, 2020, Confirmation of a Local Emergency issued by the El Segundo City Council.

On March 19, 2020, the Los Angeles County Health Officer issued the "Safer at Home Order for Control of COVID-19," which applies to all cities in Los Angeles County (including the City of El Segundo) except the cities of Pasadena and Long Beach. The same day, Governor Newsom also issued Executive Order N-33-20, regarding individuals staying in response to COVID-19.

All City Parks, fields, sports courts, exercise equipment and other recreation facilities including but not limited to the following are subject to immediate closure. Individuals may, however, use such locations for passive use, such as for walking or jogging, provided that such individuals maintain "social distancing" as described in the State and County orders.

The City of El Segundo continues to cooperate with the Los Angeles County Department of Public Health and the Centers for Disease Control and Prevention to respond to the spread of coronavirus (COVID-19).

This issue is fluid and constantly changing. Los Angeles County has issued a "Stay at Home" order which is effective 11:59 p.m on March 19, 2020 through April 19, 2020. The City of El Segundo is determining how this will affect our community. The City has issued its own Administrative Order (updated 8:48 p.m.)

El Segundo Police Department Lobby/Front Counter is closed: 

The following changes are effective as of 7 p.m. March 19  and will remain in effect until further notice.

  • The El Segundo Police Department lobby/front counter is closed.
  • Community member requiring non-emergency services may contact ESPD at 310-524-2200 or you can utilize the intercom system outside the front door to call the front desk. 
  • Vehicle releases will be done by appointment only. Call the Detective Division at 310-524-2200. 
  • Finger printing services have been suspended. 
  • For non-emergency reports, we encourage you to visit www.elsegundoPD.org and use the online crime reporting system. 
  • For other services such as report requests, citation payments or extensions, please call the Police Department at 310-524-2200. 

Parking Enforcement Suspensions: 

The following parking enforcement suspensions are in effect and will remain in effect until further notice:

  • Street sweeping parking enforcement 
  • 72-hour parking enforcement

March 16 -  Proclamation of Local Emergency & Administrative Order

The El Segundo City Manager issued a Proclamation of Local Emergency and Administrative Order effective 3 p.m. today, March 16, 2020, until March 31, 2020 at 12:00 p.m.  City Council confirmation will occur at the March 17, 2020 City Council meeting.

The following establishments within the City of El Segundo will be temporarily closed to the public:

  • All bars, breweries, wine lounges, cigar lounges and nightclubs that do not serve food will be closed to the public. 
  • Any bars, breweries, wine lounges, cigar lounges or nightclubs in the City of El Segundo that serve food may remain open only for the purposes of continuing to prepare and offer food to customers via delivery service or to be picked-up. Dine-in food service is prohibited. For establishments offering food pick-up, proprietors are directed to establish social distancing for those in the line for pick-up. 

These restrictions do not apply to:

  • Cafeterias, commissaries, nursing homes, or similar facilities 
  • Grocery stores
  • Pharmacies 
  • Food banks 

To assist community members over age 65 who are in home isolation, or others who are otherwise unable to shop for essential supplies as a result of restrictions, the City of El Segundo's Recreation & Parks Department in partnership with the El Segundo Rotary Club have created a shopping assistance program for essential supplies. To request assistance please contact the Joslyn Center at 310-524-2705 or to volunteer contact the Rotary Club. Additional details and information to be shared as soon as available. 

The El Segundo Chamber has partnered with local restaurants to create a pick-up and delivery program called "Gundo-to-Go" for easy curbside pick up. Check the list on local restaurants on the Destination El Segundo website and call to see if they are offering delivery or pick-up tonight.

Use of Dockweiler Beach RV Park / LA County Dockweiler 

Los Angeles County is planning to use multiple locations throughout the region to temporarily house individuals who may have been ordered to isolate or quarantine by the Department of Public Health due to the novel coronavirus (COVID-19). Dockweiler Beach RV Park located at 12001 Vista Del Mar, Los Angeles is one of the locations that may be used for this purpose.  Dockweiler Beach and the adjacent RV park are not part of the City of El Segundo.  This area is within the jurisdiction and control of Los Angeles County.

Individuals that may be housed at this location will likely be those who cannot self-isolate/quarantine in their residence and need County support.

LA County will work with private sector providers, faith-based groups, non-governmental organizations (NGOs), community-based organizations (CBOs) and government partners to support those in isolation or quarantine with comprehensive services to ensure their safety, health and well-being.  Supportive housing facilities will be distributed across all areas of the County to limit disruptions as much as possible. 

This is an emergency action that Los Angeles County is taking to comply with the Department of Public Health’s orders to keep the entire County safe. 

Please avoid this area until further notice.

The City of El Segundo will continue to work cooperatively with LA County as it takes proactive steps to keep the broader region safe.

Due to continuing developments with the spread of coronavirus, the City of El Segundo is announcing program cancellations and facility closures, as listed below until further notice. Information about school closures is also included below. As the situation continues to evolve, we will make adjustments as necessary. There are currently no known cases in El Segundo.
